Vice-Rector Oleg G.Karpovich took part in the plenary session of the Higher Attestation Commission of Russia.

During the meeting the issues of improving the work of dissertation councils, optimizing the process of attestation of highly qualified personnel and raising the requirements for journals included in the list of peer-reviewed scientific publications were considered.

Oleg G.Karpovich made a number of proposals to improve the activities of dissertation councils, taking into account present-day conditions, and also put forward a proposal to establish a unified Russian science citation index, which would increase the objectivity of assessing the scientific work of Russian scientists.
