2009 defended his dissertation for the degree of Candidate of Legal Sciences at the MGIMO University of the Ministry of Foreign Affairs of Russia

2021 completed the advanced training program “Data-Driven Management” at the University of the National Technology Initiative 2035

2022 completed the program “Digital International Relations” at the MGIMO University of the Russian Ministry of Foreign Affairs

1991 to 1994 worked as a history teacher at Moscow secondary school

Mr.Shitkov’s professional interests include the development of educational institutions in modern conditions. He is the Chairman of the Governing Board of the Moscow State Budgetary Educational Institution “School No. 1591” and member of the Expert Board of the Russian State Duma Committee on property issues.

Author of publications in leading scientific journals. Explores the issues of genesis and transformation of the paradigm of property rights in the history of law, the problems of state sovereignty and self-determination of peoples in the historical and legal aspect, the processes of digital transformation.
